EACH MEMBER-GROUP WILL AGREE TO ABIDE BY THESE CHARTER AGREEMENTS WHEN ENGAGING THE PUBLIC AS PART OF NOOA, WHETHER IT BE IN PUBLIC MEETINGS, ENGAGING WITH THE MEDIA, OR CONFERRING WITH FEDERAL, STATE AND LOCAL AGENCIES AND LEGISLATORS.

OUR CHARTER

1 We will maintain political neutrality.
 

2 We maintain that offshore wind has no place in the oceans or Great Lakes. There is no mitigating the harm these projects cause.
 

3 We will not advocate for any other energy source in our opposition to offshore wind energy.
 

4 We maintain financial independence.
The alliance will not accept funding    from any energy-industry source, foundation, or fund which is associated with promoting a certain type of energy use. As individual entities, we maintain freedom of choice to engage with the public as

we choose.
 

5 These NOOA charter agreements

do not affect the individual groups, but are mandatory to agree to when representing NOOA.

ALL WITH ONE OBJECTIVE.

Mandy Davis, president of NOOA One Ocean, is a biologist and has founded NOOA One Ocean, REACT Alliance, CHNS and Sea Sheperd

For most of her life Mandy has been driven by her passion for the outdoors, fitness and a healthy lifestyle. These ingrained passions have focused her formal and experiential education and guided her lifestyle choices. As a biologist and Naturalist/Guide for her company Wildheart Coastal Adventures, she has been able to share these interests and positively influence folks to care about and protect our natural world.

In the past, Mandy's marine oriented activism has led her to participate in various organizations and grass-roots actions with Sea Shepherd, COAST Alliance, CHNMS core group and now REACT Alliance. She has worked functionally within our local system as a member of the harbor advisory board two times and has volunteered with the National Estuary program..

Mandy currently lives in Los Osos, California in her tiny home off the grid. She has two wonderful sons and has a simple, peaceful and satisfying life. Her personal motto:

You have a choice...You have a voice!

Constance Gee, Secretary, founding member of Green Oceans and Portect Our Westport Waters, POWW.

Constance resides in Westport, MA where she has worked on behalf of animals and barrier beach protection for years. She first found out about the planned development of the Atlantic Outer Continental Shelf by offshore wind in Feb 2021, and has been working in active opposition ever since. She is a founding member of Green Oceans (2021) and a member of Save Right Whales Coalition. In May 2024, Constance helped found Protect Our Westport Waters (POWW) in response to the planned onshoring of high-voltage transmission cables at a local beach and running through the entire length of Westport. She is honored to serve as NOOA board secretary. Constance holds a Ph.D. in art education with an emphasis in public policy from The Pennsylvania State University.

Craig Rucker is a co-founder of CFACT and currently serves as its president.
For over 30 years, Craig has provided expertise to a wide range of government, academic, media, and industry forums. His organization, the Committee For A Constructive Tomorrow, boasts a large grassroots membership base, features over 50 scientific and academic experts, and is widely heralded as a leader in the free market, think tank community in Washington, D.C. In addition to being a frequent guest on radio talk shows, Rucker has also written extensively and has appeared in such media outlets as CNN, the BBC, USA Today, New York Times, Washington Times, The Wall Street Journal, and the Washington Post, among many others.
Rucker was a co-producer of the award-winning film “Climate Hustle,” which was the #1 box-office film in America during its one night showing in 2016, as well as the acclaimed "Climate Hustle 2" staring Hollywood actor Kevin Sorbo released in 2020. He also was responsible for building CFACT’s “Collegians" program on more than 50 campuses across the U.S., spearheads the creation of model demonstration eco-projects in impoverished villages in Asia, Latin America and Africa, and has led delegations to some 25 major United Nations conferences, including those in Copenhagen, Istanbul, Kyoto, Bonn, Marrakesh, Rio de Janeiro, and Warsaw, to name a few. Rucker's wife is named Lori, and the two currently reside in the Shenandoah Valley of Virginia.

Saro Rizzo is a public interest attourney has represented enironmental justice.

Saro has been practicing as a public interest attorney on the Central Coast since 1992. Over the years he has represented numerous groups seeking environmental justice including the Avila Alliance which successfully sued UNOCAL to clean up Avila Beach in the 1990s.

He lives in Avila Beach where he is raising to young boys with his wife.

MARGARET  MEADE

Jamie Steiert, Vice-President, marine animal and environmental rights activist with a background in Human Resource Managment.

Jamie is a marine animal and environmental rights activist who is grateful to work with so many incredible volunteers and is in awe of the people she has met through the movement who she now calls friends. She developed a strong connection to the ocean while spending her summers in Cape May, NJ and was completely horrified when she learned about the plans to industrialize our oceans which resulted in a decision to dedicate herself to the fight against offshore wind. Jamie brings a strong background in Human Resource Management and operations to the effort and enjoys connecting with people while developing relationships. When she isn't fighting offshore wind, she enjoys spending time with her family, working in her pollinator garden, and of course going to the beach.

Christina Kramer, Treasurer, founded Protect Our Coast - LINY, advocates against coastal industrialization of Long Island.

Christina is a mother, a wife, an artist, educator, creator, professional photographer and light-chaser. As a lover of the ocean, her family settled in Long Beach, NY in 2003. Christina launched the Facebook group: Protect Our Coast – LINY in March 2023 and became the president in June 2024. She is dedicated to educating and raising awareness about the pending impacts of offshore wind on the ocean, marine life, the communities’ quality of life, damage to the Earth, cost efficiency, damage to the food and water supply, the inefficient, unstable and unaffordable ocean industrialization etc. Christina gives presentations monthly at the Long Beach library, auditorium and broadcasts live to their YouTube channel. The 100% volunteer resident group of have been fundraising to pay for legal fees and marketing materials distributed to residents to educate and raise awareness and to encourage the fight against the industrialization of southern coast of Long Island, NY. Over 15,000 signatures have been collected in opposition to offshore wind and they are fully dedicated to stopping it in its entirety!​

Bonnie Brady, executive director of Long Island Commerical Fishing Association.

Bonnie Brady is the executive director

of the Long Island Commercial Fishing Association, a position she’s held since 2001. She has, in past lives, worked as

a reporter, cab driver, little league coach, Senate aide, paramedic and Peace Corps volunteer (Cameroon.) Bonnie sits on six advisory panels across two regional fishery management councils, and is a founding member of rodafisheries.org.

Dr. Lisa Quattrocki Knight is a president and founder of Green Oceans, dedicated to preserving the health of the oceans.


Lisa Quattrocki Knight, M.D., Ph.D., is President and co-founder, along with Bill Thompson, of Green Oceans. Green Oceans is a nonpartisan, grassroots, 501(c)3 organization. We are dedicated to preserving the health and biodiversity of the oceans. We understand that our best defense against Climate Change is a healthy ocean.

C Michael Hogan, founder of Earth Metrics Inc. is an expert in atmoshperic physics, underwater acoustics and energy policy.

C. Michael Hogan PhD founded Earth Metrics Inc., a U. S. environmental science think tank that conducted over 3,600 original research studies for the US EPA, FAA, US Army Corps of Engineers, and USGS. Dr. Hogan held a position with the National Academy of Sciences advising the U.S. President and Congress on environmental issues, notably in air and noise pollution, as well as water quality. He is currently conducting research on US National Energy Policy and climate. Hogan has authored over 1210 scientific books and peer reviewed articles in atmospheric physics, underwater acoustics and U.S. energy policy. Example publications are: development of the first closed form line source model for air pollution dispersal (EPA); the first statistical model for meteorological prediction of thermal pollution from nuclear power plants (EPA); acoustical analysis for cetacean communication (U.S. Navy)s for the Encyclopedia of Earth (in conjunction with the World Wildlife Fund); first pesticide runoff model for the US EPA (Southeast Water Laboratory).
